Return of the DOT

Despite not yet passing, Referendum 1791 has received overwhelmingly unanimous community approval. Expecting imminent closure, the Marketing Bounty has pre-emptively cleared all outstanding payments and returned 197.62K DOT to the Polkadot treasury.
